Panaghiusa ug Pagtinabangay:

Sekreto sa Padayong Kauswagan sa Loreto!

 

(State of the Municipality Address (SOMA) delivered during the 116th Araw ng Loreto Celebration, 04 September 2006.)

 

 

Thank you, First Councilor Osiang, VM Luib, all the members of the Sangguniang Bayan, Barangay Officials, other officials of the different sectors, from the DepEd, Business Sectors specially our mining investors, the strong group of our Senior Citizens, NGOs, POs, Farmers and Fisherfolks, Students, ladies and gentlemen.

 

Sa makausa pa nagasaulog kita karon sa ika 116 ka tuig sa pagkamugna sa atong lungsod diin atong natilawan ang nagkadaiyang mga kasinatian sa kinabuhi.

 

Ang Tema sa atong pagsaulog karon mao ang “Panaghiusa ug Pagtinabangay: Sekreto sa Padayong Kauswagan sa Loreto!” Ako kini nga gipahaom sa akong programa ubos sa akong Administrasyon nga mao ang paghiusa sa tanan molupyo niining atong lungsod ma administrasyon o ma oposisyon ka man. Kay nagatoo ako nga ang katawhan nga nagkahiusa, magtinabangay kini paingon sa usa ka tuyo nga mao ang kalamboan. Ato unang kalimtan ang pulitika nga maoy makaingon usahay sa dili pagtingganay sa managsoon, ginikanan, paryente ug managhigala. That’s why I’m calling all the constituents living here in this municipality, lumad ka man o dayo, we will join our hands together and help each other for this is the secret of a sustainable development of Loreto.

 

Going to our cherish dream of progress is not that easy for as what our beloved President Glora Macapagal-Arroyo have said in her SONA last July, a journey of a thousand miles does not begin with a single step.  It starts with the first step, with gathering the means to complete it successfully.

 

To my friends from the opposition, I invite you to join me in my crusade to unite and help sustain the progress of Loreto. For the real challenge has never been to blame but to fix what is wrong to our community and economy.

 

I would like to remind you that 2 days from today or on the 6th day of this month is only my six (6) month in office as Municipal Mayor.  But nevertheless, after the untimely death of Ex-Mayor Andres I. Ladaga, Jr. I struggled to gain composure to lead you, and this I owed much to my fellow officials of the LGU.  Sa aking Bise Ejun Luib at sa lahat ng miyembro ng Sanggunian, maraming salamat sa iyong suporta.

 

To our tax collectors from the Treasury who heed to my call, nga ato pa dugangan ang atong kasibot sa pag pangolekta sa atong mga buluhisan, kay sayod naman kamo nga anaa lamang sa atong kaugalingon paningkamot ang atong kabulahanan, thank you very much for giving honor to our town.  Alang sa kasayoran sa tanan, sukad sa Enero hangtod sa buwan sa Marso ang Loreto nahimutang lamang sa ika 20 sa tanan 27 ka mga lungsod sa Surigao del Norte sa real property tax collection. Apan tungod sa paningkamot sa atong mga kolektor ubos sa pagdumala sa atong bag-o nga Tesurera Mrs. Julieta Lomarda-Cornites, from the cellar rank of No. 20, Loreto rose to the rank of No. 10 in May and in the month of June we got the No. 7th place compared to our neighboring municipalities like San Jose who ranks No. 8, Dinagat is No. 10, Basilisa is No. 15, Tubajon is No. 26 and Cagdianao No. 27. Libjo got the top post as No. 1. Congratulations to Mayor Llamera! But wait, ladies and gentlemen, when I reviewed the data sent by our Provincial Treasurer Mrs. Daisy D. Hubilla I discover that out of the 7 Dinagat Island municipalities, Loreto has the biggest target with P718,249..28 for CY 2006 compared to Libjo who has an annual target of only P482,847.98, Basilisa with P507,291.20, Dinagat with P328,426.00, San Jose with P389,040.99, Cagdianao with P649,871.80 and Tubajon with P329,654.20.  This is the secret of Libjo for being No. 1. Siempre kung ang target mo masyadong mababa sa kunting collection lang madali mo itong matapos so 100% kana dayon mao nga perme No. 1 ang Libjo kay permi man 100% ang ilang collection. Apan nasayod ako nga bisan dili nato paubsan ang atong target ato gihapon maabot ang pwesto nga No. 1 kung kitang tanan magtinabangay.

 

Going to our revenue collections, from January to June of last year we earned a total of P707,269.97 only but for this year we already earned P1,878,917.76  or an increase of 60.36%.  For all these achievements palakpakan nato ang mga taga Municipal Treasurer’s Office. Hope you’ll keep your good performance up.

 

Sa atong mga ginikanan nga kung pwede kuno tawgon lang silang mga HAMTONG dili mga TIGULANG, ato silang palakpakan.  I’m so glad that you join me here in this celebration. If you noticed, ladies and gentlemen, medyo ning lambo ang gidaghanon sa mga miembro sa atong Senior Citizens Sector.  Because of my concerned to this group, I instructed Mrs. Rosalina A. Cuadra, our Municipal Social Worker Officer to recruit more members so these “Hamtongs” could enjoy the benefits of R.A. 7432.  From March 28, 2006 to August 16, 2006 (six month period) a total of 72 new member-beneficiaries have been issued with I.D. Cards from its original members of 56 last year or an increased of 129%.  With 128 total members of their sector, we organized a federation and established the Office of the Senior Citizen Affairs (OSCA) naa ubos sa atong Munisipyo. Mao nga sa pagkakaron nahibalo na kamo asa kamo moadto kung duna kamoy mga problema bahin sa R.A. 7432.

 

Mahitungod usab sa atong panglawas.  Health care is one of the primaries concerned of the LGU and this is our continuing program to provide Phil Health Insurance for Indigent Families.  With these, we were able to renew 238 Phil Health I.D. Cards for indigent families valid from March 16, 2006 to March 15, 2007.  These health insurances were made possible by the LGU and Gov. Robert Lyndon S. Barbers. Ato usab palakpakan ang atong Gobernador Lydon Barbers.

 

 

For our Emergency Assistance Program, for the period, 68 clients benefited the services to meet the need of medicine, transportation, food (during hospitalization) and burial assistance.  These were indigent families that benefited the Assistance to Individuals in Crisis Situation (AICS).  A total funding of P104,194.21 was released or a capital cost of P1,532.37 per client served.  The reduction of the amount and services rendered was due to the transfer of processing of indigent assistance funds to our 20% Development Funds.  Thank you Rose and staff for your good performance. Atong palakpakan ang DSWO.

 

Mahitungod sa atong mga Infrastructura.  When I took over as your Local Chief last March 6 up to the present, five (5) infrastructure projects were being released by the DAR/IFAD-NMCIREMP with a total worth of P10,666,546.30  These projects are a) Construction of Communal Drainage at Brgy. Carmen (P570,760.00), b) Construction of Fish Landing Facility at Brgy. Sta. Cruz (P1,141,500.00), c) Completion of 2-storey Farmers’ Multi-Purpose Building at Brgy. Santiago (P975,159.60), d) Rehab of 0.90 Km. Linaw FMR at Brgy. Esperanza (P1,915,838.00), e) Rehab of 1.666 km. Campintac FMR at Brgy. Panamaon (P2,122,467.89). f) Rehab of 2.54 km. Ferdinand FMR (P3,940,820.80).  All these projects are all on-going.

 

Proposed infrastructure projects of the remaining fund for DAR/IFAD-NMCIREMP are the following:

 

1.      Circumferential road along the coastal brgys. of Gibusong Island.

2.      Brgy. Hall at Brgy. Liberty

3.      Brgy. Gym at Brgy. Helene

4.      Farm-to-Market Road at Brgy. Sta. Cruz

5.      Farm-to-Market Road at Brgy. Santiago

6.      Brgy. Hall at Brgy. Esperanza

7.      Drainage System at Brgy. Esperanza

8.      Water System at Brgy. Panamaon

 

Bisan sa kalisod nga gisagubang sa atong local nga pamunoan, mapasegarbohon akong mopahibalo kaninyo nga sukad niadtong miaging bulan sa Mayo we were still able to accomplished 7 locally funded projects with a total value of P128,800.00.  These are the following: a) Patching works of Brgy. Carmen Roads (P7,000.00), b) Repair of Layonggan Bridge at Brgy. Esperanza (P12,700.00), c) Electrification of Boulevard at Brgy. Carmen (P10,500.00), d) Repair of Loreto Port (P7,500.00), e) Painting of LNHS perimeter fence and some classrooms (P18,500.00), f) Construction of Student’s Living Quarters at Brgy. Liberty (P54,000.00), g) Construction of Reading Center at the LCES (P18,600.00). So far only the Reading Center is still on-going while the other projects were all completed.   Ato usab palakpakan ang atong Municipal Eng’g Office. Thank you Engr. Paquibot.

 

 

With concern to our Dept. of Agrarian Reform Projects, I’m proud to announce that today we have 21 farmer-beneficiaries who have their land titles ready for release.  Akong gihangyo ang atong DAR representatives pag assist kanako sa pag-apod-apod niini nga mga titulo ngadto sa mga hingtungdan (separate list of farmer-beneficiaries).

 

For the information of everybody, our DAR office has already distributed land titles for 605 hectares in the Poblacion and Esperanza area to 703 farmer-beneficiaries. 

 

Now we talk about livelihood projects, I am happy to announce that today the Poverty Alleviation Fund (PAF) of IFAD-NMCIREMP Livelihood Project will be released to the remaining six (6) barangays  kay ang upat (4) ka Barangay nahatagan naman niadtong miaging tuig. Each Barangay will receive P120,000.00. Kini nga kwarta iapod-apod usab ngadto sa mga miembro sa mga kapunongan sa barangay alang sa ilang dugang panginabuhian.  May I call now the IFAD representatives and the 6 Community Investors (CIs) aron pagdawat niining inyong mga tseke  Pasalamatan nato ug palakpakan ang DAR/IFAD-NMCIREMP sa padayon nilang paghatag ug ayuda sa atong mga kaigsoonan sa baranggay..Kang Engr. Emmanuel Colandog ug sa atong Municipal Planning and Development Coordinator Engr. Jun Reyes for facilitating all the necessary documents on this project daghang salamat sa inyong tabang.

 

If you have noticed in the past few months, visitors kept on coming to our town.  Some of these are Chinese nationals and at one time Australians using a helicopter.  These visitors are actually mining investors whose company gave a booster shot to our economy.  The 6 new mining companies who are now conducting exploration activities in our place are:  Century Peak Mining Corp., Min Process Groups, Inc., Bridestone Mining Exploration, Oriental Synergy Mining Corp., AMM-Phil NRDC Mining Corp. and Comet Mining Exploration Corp. Of course we will not forget our old partner, the Krominco, Inc.  Thank you guys for coming and investing here in our peaceful town.  Together with my Sanggunian, you have our full support.  Our only request is implement the New Mining Act and practice responsible mining.  Gentlemen, I’ll be frank with you, practice responsible mining here in our town and you can stay, but if you are an irresponsible miner and you just came here to destroy our environment, go to hell!

 

From April to August, our municipality has earned Two Million Three Hundred Ten Thousand Six Hundred Pesos (P2,310,600.00) from the occupational tax paid by these companies alone aside from the business permits. Maraming salamat sa mga nagbayad na at sa mga hindi pa nakapagbayad, pakiusap lang po kailangan na namin and inyong bayad.  Atong palakpakan ang atong mga Investors mga higala.  Ug dili lamang kini ang maihatag nila nga kaayohan sa atong lungsod kon dili ang mga trabaho unya sa atong mga katawhan kung mag full operation na kini sila.  Mao nga gipangandaman ko na kini nga higayon mga kaigsoonan ko.  Aron dili kita maglisod kung kinsa ang atong gikinahanglan nga trabahante ang LGU magpasiugda ug usa ka Job Fair ugma pohon.  Manpower Pooling ang atong pagahimoon aron sa higayon nga magkinahanglan na kining mga kompaniya ug trabahante ato dayon Makita ang mga qualipikasyon gikan sa mga aplikasyon nga inyong gifile.  Ang Job Fair adto pagahimoon sa atong Municipio sugod sa alas 9:00 sa buntag hangtod sa alas 4:00 sa hapon.

 

  Ug dugang niini mga kaigsoonan, ang atong buhatan Pang-agricultura nagpadayon usab pag serbisyo alang sa atong katawhan.  From January up to July 2006 our DA office have distributed Foliar Fertilizers, Rodenticides and vegetable seeds alang sa dugang panginabuhian sa atong mga igsoon nga mag-uuma. Nagpasiugda usab sila sa Tabo sa Lungsod kada ika 15 ug 30 kada bulan.  Kini nga Tabo gipahiuyon aron dunay merkado ang mga produkto sa atong mga mag-uuma ug mga mangingisda.  Our Lakatan Nursery has generated P56,587.75 ug padayon usab ang atong pagpanghatag ug mga saha niadtong gusto magtanom. Our DA office has also conducted Techno-Demo on Mango Flower Induction to 49 farmers nga nagmangahan.  Ug tingali inyo na natilawan ang mangga ni Alan Adlawan sa Tabo.  Ato na kini nga kaugalingon nga produkto.

 

Karon atong hisgutan ang Mini-Hydro Project.  I know that most of you who are gathered here today are very much eager to know the real score of our P37,200,000.00 DBP-loaned project, the Mini-Hydro Power Plant. Sa mga nagduda nga ang pundo sa maong proyekto nahurot na mao nga imposible nga mahuman kini nga project, sayop kamo sa inyong pagtuo.  For the information of everybody, the releases of our loan’s proceeds are in staggered manner. Meaning, the bank will only release an equal amount to our work accomplishments. Dili kini sama sa Salary Loan o Policy Loan nga ihurot pag release kanimo one time ang kantidad sa imong loan. DBP is not that fool to release the loan in one instance bisan wala pa sila’y nakita nga trabaho. Kung segurista kita mas segurista ang bangko kay ilang kuwarta ang masunog pag nagkataon. The late delivery of the fiberglass pipes from Manila caused the delay of our project.  Those pipes were supposedly delivered last October 2005 by Phil. Fibertech Industries.  Had these pipes been delivered on time, our project is now in full operation.

 

Well, nangyayari na yan at gaya ng nasabi ko kanina wala ring mangyayari if we will continue blaming each other’s mistakes.  All we have to do is to find a solution to fix so that same mistake won’t happen again.  So when the pipes finally arrived last July 23, I instructed the Project Manager to make a fearless forecast as to when this project be finished. Engr. Mesiona informed me that the fiberglass pipe installation from the Dam to the Power House will be completed by the end of October.   The Chinese nationals who fabricated most of the machines to be used at the power house will be coming in the 3rd week of September to install the equipments at their proper places.  After completing the pipe and equipment installation, hopefully we will be testing our power plant and commission it by November.  Ato lang dugangan ang atong pag-ampo nga unta wala nay moabot pa nga kabilinggan sa atong proyekto kay nagbayad na kita sa interest sa atong loan. Mao nga kinahanglan gayod nga sa pagsulod sa tuig 2007 mokita na kini nga proyekto aron dili kita maglisod sa atong bayranan.  Mao nga mag-usa kita ug magtinabangay aron atong makab-ot ang padayong kalamboan sa Loreto.

 

 

If you have noticed, we have now a new logo to represent our town.  Just recently, found out that Loreto has no registered seal with the DILG so I requested our  Sangguniang Bayan to make a resolution and conceptualize a seal that is more significant to the municipality.  Thus on August 7, 2006 the Sanggunian passed Resolution No. 33-2006 changing the old unregistered logo of Loreto.  Ladies and gentlemen I’m proud to introduce to you this new Sagisag ng Bayan ng Loreto.  This is the first registered seal of our municipality.  And as long as this will not be changed by the next administrations, this will be our official seal.

 

To our other Departments in the LGU like the DILG for overseeing the LGU. Assesor’s Office for their continuing activity of reclassifying our lands, Budget Office for monitoring our finances, Local Civil Registrar for the realization of 64 couples’ dream to be united during the mass wedding ceremony. Accounting Office for maintaining the records nga  naningkamot gayod sa pagtabang thank you for your support to my new administration.  I know that if we’ll just join our hands together achieving the goal of progress is just a step away.

 

For those who are still nurturing hatred in their hearts and wanted to topple this administration, it’s okay with me but what a waste of time if we will continue fighting where at the end we are both losers since it’s our municipality that will suffer.  Why not join hands instead?  Let’s join hands together to face the biggest challenge.  Panaghiusa ug Pagtinabangay:  Sekreto sa Padayong Kauswagan sa Loreto!  In this, we will be both winners!
